LOTTERY SALES
When the Louisiana Legislature first considered a state lottery as a way to generate revenue without additional taxes, it based its decision on an estimated $129 million to $164 million in annual sales, which the Lottery has surpassed every year, even with the subsequent proliferation of other forms of gaming in the state. The Lottery is the only form of gaming in Louisiana which is "state-owned," although it functions as a corporation. Sales since inception through fiscal year 2011 are over $6.7 billion. According to a report from the Legislative Fiscal Office, Lottery 2009 sales represent 4.6 percent of total revenue (net of prizes) brought in by the gaming industry in Louisiana. Total fiscal year 2011 sales were $385 million.
